Note: Wisconsin's groundwater quality standards are based on a two-tiered system and response actions vary depending on the tier level exceeded. The two tiers are the Preventive Action Limit, the more stringent, and Enforcement Standards, both per Wisconsin Administrative Code NR140.

(1) Wisconsin Administration, Code NR 140 Enforcement Standard (ES), is the enforceable cleanup level. The Preventive Action Level (PAL), the cleanup goal, is a lesser concentration of the ES. The PAL must also be achieved unless it is not a technically and economically feasible to do so. The PAL is 10% of the ES for carcinogens, mutagens and teratogens. The PAL is 20% of the ES for all other substances of health concern.

(3) Petroleum Volatile Organic Compounds defined in analytical guidance.
